Agricultural or non-agricultural is the first thing we check on a plot. The category decides whether you can build, who may own the land and how long it takes to get a permit.

In short

Two categories,
two different plots

In the Public Registry every plot has a category: agricultural or non-agricultural.

On non-agricultural land you can build within the functional zone and the permitted building parameters. On agricultural land only after the category is changed, and not always.

Plots look alike: a fence, a road and neighbouring houses say nothing about the category. You only see it in the registry extract.

What the category

Agricultural

A house, residential building or warehouse requires a change of category. Foreign citizens and foreign-owned companies cannot own such land.

Non-agricultural

You can request building conditions and a construction permit. Both Georgian citizens and foreigners may own the plot.

    Registry extract, cadastral plan and a justification of the plot's future use.

    The fee depends on the plot's location and area. We calculate it before the purchase.

    We get the new registry entry

    Once registered, the plot can be used for building and you can request building conditions.

How do I find out the category before buying?

From the cadastral number, in the Public Registry extract. We request it as part of the free site check.

Can I buy agricultural land and change the category later?

You can, but it is a risk: if the change is impossible, you are left with a plot you cannot build on. Check before the deal.

Can a foreigner buy a plot for a house?

Yes, if the land is non-agricultural. A foreigner cannot buy agricultural land: the category must be changed before ownership passes. A lawyer confirms how to structure the deal.
